Join the Higher Education Coalition

Colleges and universities have a vital role to play in a nationwide effort to help all P-12 students succeed and thrive.

In 2023, the U.S. Department of Education called upon colleges and universities that receive Federal Work-Study funds to set public goals to use more of these funds for community service roles that enable their students to provide tutoring, mentoring, postsecondary transition coaching, student success coaching, and/or wraparound/integrated student support coordination in P-12 schools or out-of-school time programs.

Colleges and Universities are invited to join the Partnership for Student Success Higher Education Coalition (formerly the National Partnership for Student Success Higher Education Coalition).

Institutions in the coalition will:

1. Set a public goal to either:
   
   • Use at least 15% of their Federal Work-Study funds to compensate college students employed in community service activities by June 2025, devoting any increase in Federal Work-Study compensation for community service to employment in tutoring, mentoring, postsecondary transition coaching, student success coaching and/or wraparound/integrated student support coordination roles located in schools or in out-of-school time programs*, OR
   • Significantly increase the number of college students in tutoring, mentoring, postsecondary transition coaching, student success coaching and/or wraparound/integrated student support coordination roles supporting P-12 students by June 2025, regardless of the funding source supporting these roles.
2. Share data with the PSS on an annual basis (current year through 2025) on the number of college students serving in tutoring, mentoring, postsecondary transition coaching, student success coaching and/or wraparound/integrated student support coordination roles supporting P-12 students, including those receiving support through Federal Work-Study or other programs.
3. Become part of a collective of institutions working to support their local P-12 students and create career-connected work opportunities for college students, including having your institution’s name listed on the PSS website as a member of the Higher Education Coalition.
4. Have access to multiple mechanisms of support, such as technical assistance, provided through the Partnership for Student Success (based at the Johns Hopkins University Everyone Graduates Center) and opportunities for collaboration with colleges, universities, and other organizations;
5. Have opportunities to be recognized for joining the Partnership for Student Success Higher Education Coalition, and for making progress toward institutional goals.

Colleges and universities will be supported to:

1. Set goals: Set ambitious but achievable goals to place more college students in evidence-based P-12 student support roles, and/or dedicate a higher percentage of an institution’s Federal Work-Study funding to this work by the summer of 2025.
2. Address transportation needs: Strive to provide transportation to and from off-campus worksites for college students in evidence-based P-12 student support roles, find solutions to barriers, and identify transportation options.
3. Cultivate partnerships: Expand or build relationships with P-12 schools, districts, and/or nonprofits to identify where college students in P-12 student support roles are needed.
4. Deploy high-impact P-12 student supports: Work with P-12 schools, districts, and/or nonprofits, and to recruit, train, place, and support college students in P-12 student support roles.
5. Share success stories: Celebrate progress made toward institutional goals, as well as promising practices and innovative solutions implemented at colleges and universities around the country.

Institutions in the coalition will:

3. Become part of a collective of institutions answering President Biden’s Call to Action to help students make up for lost learning time and succeed, including having your institution’s name listed on the NPSS website as a member of the NPSS Higher Education Coalition.

4. Have access to multiple mechanisms of support, such as technical assistance, provided through the NPSS Support Hub (based at the Everyone Graduates Center at the Johns Hopkins University School of Education) and opportunities for collaboration with colleges, universities, and other organizations;

*The National Partnership for Student Success acknowledges that many NPSS-aligned programs and other community service programs operated by colleges and universities may have been paused or scaled back during the pandemic. We encourage institutions to set ambitious but achievable goals that will be feasible to achieve by June 2025.*
